Procurement Manager - Services

This high-visibility role is singularly responsible for the overall performance and success of a domestic sourcing operation focused on project services. These services include, but are not limited to, permit acquisition, project management, engineering, installation, equipment rental, and inspection. Reporting directly to the Director of Supply Chain & Procurement, this position plays a critical role within the broader supply chain organization and offers strong potential for upward mobility within a growing company.

The Procurement Manager - Services oversees all aspects of sourcing, including supplier selection and onboarding, service level and cost negotiations, contract development, policy creation, supplier performance management, risk mitigation, and continuous improvement. The role also includes developing and managing supplier KPIs and conducting annual evaluations using balanced scorecards or similar methodologies. This position works closely with cross-functional business leaders to align sourcing strategies with forecasted volumes, service levels, and quality requirements while maintaining cost efficiency.

Key Responsibilities

Strategic Sourcing & Supplier Management

  • Lead the full lifecycle of sourcing for project services, managing category spend and supplier relationships.
  • Develop and execute sourcing strategies aligned with operational needs and cost targets.
  • Represent the company professionally to the supplier community and internal stakeholders.
  • Build and maintain strategic supplier partnerships based on geography, capability, and service specialization.
  • Lead RFI, RFQ, and RFP processes and negotiate detailed, itemized service contracts.
  • Monitor supplier performance using KPIs and analytical tools; proactively address performance issues.

Cross-Functional Collaboration

  • Partner with internal teams to ensure services meet quality, cost, and delivery expectations.
  • Collaborate with project management teams to resolve service or quality-related issues.
  • Provide finance with accurate service cost data for budgeting and forecasting.
  • Maintain supplier master data, lead times, and cost structures in the ERP system.

Policy & Risk Management

  • Develop and enforce procurement policies and ensure contract compliance.
  • Identify and mitigate risks related to the supply of project services.
  • Drive continuous improvement initiatives across sourcing and supplier management processes.
